Critique Round 3 (C3.1--C3.7) into the JUB quest.

Phase 2e completed integration of Rounds 1--2 (26 objections). Round 3
has been inventoried (quest-cons-table.rst) but NOT yet integrated into
quest.rst. All 7 Round 3 objections target ResearchCity feasibility,
not the mathematical core. No Se1 objections appear in Round 3.

NOTE: No Fatal-severity objections in Round 3. C3.1--C3.3 are
Serious (C); C3.4--C3.5 are Substantial (D); C3.6--C3.7 are
Moderate (E). One is partially resolved / deferred (C3.6).

Documentation (llog, debug file, plan additions) will be handled in
a separate session (Phase 2F-2) to preserve context for this session's
