A Micro Laboratory Shows Need for a Micro Jubilee
***************************************************

A routine directory restructuring of one paper (b15) broke 28 links
across the project. The attempt to fix them revealed that every policy
for managing the breakage --- update all links, leave all links,
or any compromise --- generates its own structural debt over time.
The only mechanism that prevents this debt from becoming unmanageable
is a periodic structural reset: a clean break that separates one "era"
from the next, giving newcomers a navigable surface while preserving
the full historical record beneath.

This is exactly what the Jubilee System predicts at civilizational scale.
The fact that it appeared spontaneously at project scale --- in the
infrastructure of the very project that formalizes the Jubilee System ---
is either coincidence or evidence.
